The Commission has accumulated an enormous number of contract agents with fixed-term contracts. It uses them to meet short-term needs, such as replacing absent officials, which is their purpose according to the Staff Regulations. But because the Commission has failed to get Council to give it the human resources it needs do its job, it also uses such colleagues to do jobs which are permanent in nature. Thus the Commission violates the Staff Regulations. It also violates the very directives it has convinced the Member States to accept, which enshrine the principle that a task of a permanent nature requires a permanent post and contract of unlimited duration.
